Why it matters: Cross-border carbon capture and storage (CCS) chains require coordination across multiple jurisdictions, transport networks and regulatory frameworks. Projects linking capture sites in landlocked countries to offshore storage reservoirs test whether Europe can build the infrastructure needed to scale permanent CO2 removal beyond national borders.
Biogenic CO2 captured from biomethane production is considered a carbon removal pathway because the carbon was originally absorbed from the atmosphere by organic matter. Permanently storing it underground prevents that carbon from returning to the atmosphere.
