The minute

  • The plan totals €4.8 billion ($5.6 billion): €3.6 billion from the EU Social Climate Fund and €1.2 billion in Greek national contribution, running from 2026 through 2032
  • The funding covers up to 62,000 building renovations, 200,000 heat pumps and solar water heaters, 2,800 energy-efficient social housing units, and over 200 new electric buses plus 22 Athens metro trains
  • It’s expected to cut 811,000 tonnes of CO2 a year by 2032, benefiting 460,000 vulnerable households

Why it matters

It’s the fifth and largest plan approved under the Social Climate Fund, which is expected to mobilize €86.7 billion EU-wide through 2032 — the fund’s design explicitly pairs energy efficiency with social protection, a combination likely to show up more often in European climate policy going forward.

EU Commissioner Wopke Hoekstra said the plan “puts people at the heart of the clean transition,” noting that nearly €227 million goes just to renovating student housing serving 5,930 vulnerable students — a sign the funding is being designed so the energy transition doesn’t fall hardest on those with the least resources. via ESG Today
